Why LTTE will not abide by a CFA

At least on paper, both the LTTE and the Government wants a peaceful resolution to the ethnic conflict that has raged for 20 years destroying much of the progress the country have or could have made. The resulting misery, especially for the Tamil people of the north, is tragic. Theoretically, then, the two groups should be able to sit and sign an agreement to completely halt any form of violence until a reasonable and permanent resolution is drafted.

But that is only true with the assumption the LTTE is actually interested in a solution. A component of the whole conflict that the mediators refuse to accept is the fact that LTTE’s main goal has now changed from the rights of the Tamils to exercising dictatorial rule over the Tamils. So it will be counter-productive for the LTTE sign and abide by an agreement that will ensure stability in the country. So expect talks, but don't expect the Tigers to renounce violence.
