Misuse of power by Diplomats and others …..

Recently there was an article by the Daily news exposing many NGO’s for having DPL badges on their cars illegally. The Sri Lankan motor car association has allocated certain number plates only for all DPL vehicles. DPL vehicles can only belong to an embassy or an individual with diplomatic status. Hence, the number plates which were allocated for diplomats were.
“98 –“ , “99 –“, and now with the English number plate, “DP”. However, the daily news reported that many NGO vehicles bared the DPL badge illegally.

This is another instant that expats try to misuse and neglect the law of Sri Lanka. This picture has been taken by one of our informers and sent to lankawatch. By judging the number plate of this vehicle, once again we could say that the vehicle is “probably” not a diplomatic vehicle and have been carrying the DPL badge illegally.

Also, there are many DPL vehicles which misuse and abuse the Sri Lankan law. Recently I was traveling near Majestic City (which is a one way road) and we saw a DPL vehicle not only driving on the wrong side of the road, but was also parked on the wrong side of the road and also on a no parking zone. The cop tried to talk to the driver, but since it was DPL he could have not done anything, unless he informed the police station and then they take the matter directly with the Embassy.

In reality this would hardly happen as the cop would rather keep his job or not been transferred to a far location by doing so. As after all the embassy will contact higher authorities and to the needful.

Another example was when we saw a kid, probably under age with no license driving a DPL number plate (this was indeed a DPL vehicle with the number starting from “DP”) with his friends. All would have been under the age of 19 years. I am not sure of the legal status here, but I don’t think this kid could drive that vehicle with the DPL number plate. After all, its his
father or mother who has the authority to do so. Once again, we see misuse of power by many expats living in Sri Lanka.

Yet again, this is no better than the “daddy’s boys” that we have today running around with the daddy’s bodyguards and spending money that daddy earned (HUGE debatable topic on the legitimacy of the funds). Or even the kids who pull out a guy at a night club or attack a police officer or even attack the US Marines at a Bar. As a matter of fact, does anybody know what
happen to the person who attacked the US marines at Clancy’s? Is he walking out as if nothing happened?

Ideally, all these individuals should be behind bars or better to say be prosecuted for misuse of power, illegal activity or causing threats to the public.

IGP this matter is over to you, high time you start to investigate these matters as well and work on making Sri Lanka a better place. After all, I think we have enough of living in a bureaucratic society. The day all the above is been cracked down, Sri Lanka would be a better place to live in.
So all you wanna be DPL’s, wannabee’s (ministers kids, and politicians) get your act tighter as high time the community and the police start to work together on cracking down illegal activity!

Hope there will be justice?

Does this mean I can put up a DPL sign too? Cops can't stop me right? If they can't stop me then they can't find out I am not DPL. brilliant!!

I have tried to defend the NGOs in this forum because of their work in the poor areas and recipients of their work is not represented here. But if things like these are true then it is blatant violation of codes and ethics. Those responsible should be kicked out. For the sake of the rest of the NGOs who do good work here in Sri Lanka.

Can someone check who this vehicle belongs to? Legally, they cannot place DPL unless they are given the status. On top of that, they have to have the DPL number plate. For instance, this vehicle should have DP 9105 and not FZ 9105.

Someone, please find out who this vehicle is registered to.

Lets see if the government will do the needful. I doubt they could do anything about it.

these NGO's should be fined atleast US$ 250,000 for such act and 2 years in prison.

The US$ 250,000 should go to the development of the Cancer hospital and the General Hospital in COlombo.

I know that some foreigners working for UN agencies have DPL badges on their vehicles. Not sure about their legality.

Well UN vehicles can be DPL but then as I understand it should not have non-diplomatic license plate. The car license plate should start with 98, 99 or DP.

Yeah, there are some UN vehicles, but legally then they should also carry the UN badge.

This vehicle did not have the UN badge on it. Hence, its probably a NGO or even an employee of the UN who does not have diplomatic status.

This is also a method that the LTTE can transport weapons etc. As they do have some expats who are hardcore supporters, hence, by having a badge, it is easy for them to do so.

If UN wants, they can even have their own army, forget about DPL badges. But UN is not a NGO.

The bottom line is – NGO is not to blame for this totally. This kind of things happened because police is not educated enough and they are not independent enough to do their job.

True, if they do their jobs, some bugger will call a leading cop and have that person transferred. this should not happen. We as a community should fight this kind of misuse. This is also should concern National security.

Let's not get personal. We don't have a problem with any individual or his private life. We are only here to make sure the NGO's follow a reasonable standard of ethical conduct if they are to live in Sri Lanka. We do realize most of them are actually here for the sake of the less fortunate and have made tremendous sacrrifices while doing so.
