Norwegian envoy to mediate in Sri Lanka amid heightened tensions

Feb 19 (AP) A top Norwegian envoy will urge the Sri Lankan government and Tamil Tiger rebels to resume peace talks this week, after renewed violence stoked fears of a return to civil war, officials said Saturday.
