April 20 (The Academic) The version here in Colombo from sources very close to the 'peace process' is that 99 per cent of the joint mechanism for tsunami aid distribution in the North East has been agreed upon, and only the one per cent of the edgy areas needs to be wrapped up for it to become a reality.
