I never said "unofficial state"! - Peter Harold

Mar 8 (LT) Mr. Peter Harold, representative of the World Bank in a statement says he never used the words "unofficial state" in his statement to Sunday Times. He emphasizes that if the recording is played again it would be clear that he had used the words "LTTE administered areas" and this was an official introduction.
