A crisis of credibility? Let us have a referendum

Mar 15 (KT) PRESIDENT Chandrika Kumaratunga this week carried forward the debate on federalism as a political solution to the ethnic conflict. Last week her Foreign Minister Lakshman Kadirgamar said if India suggested federalism as a solution, then all parties would accept it.
