Joint mechanism entirely within Lankan constitution

March 26 (HindustanTimes.com) - The Sri Lankan government-LTTE "Joint Mechanism" to administer post-tsunami reconstruction is entirely within the constitution of Sri Lanka and is not at all like the controversial Interim Self Governing Authority (ISGA) suggested by the LTTE in 2003.
