Tamil Tigers blame Sri Lankan paramilitary troops for killing of top rebel leader
Sri Lanka's government denied any involvement Tuesday in the killings of a top Tamil Tiger guerrilla leader and five others, which rebels blamed on paramilitary soldiers.
Tamil Tiger leader E. Kausalyan was killed Monday as he traveled to the eastern town of Batticaloa, about 220 kilometers (135 miles) east of Colombo, military spokesman Brig. Daya Ratnayake said.

This looks to be the work of anti-ltte factions withing the Tamil minority.
It is unlikely that the goverment would carry out a operation of this kind whilst negotiating a coordinated relief effort. In addition, the government would not risk returning to war at this juncture.
